Why would I only "embed art where possible" - why can't I specify to always embed art?

Not all file formats support album art. For instance, WAVs or MP3s with ID3v1 tags. In the ID3v1 case, bliss will offer a manual upgrade of the tag to ID3v2 and will then automatically apply any album art.
